TinkaPoints are earned by adding entries to your scrapbook. To build a makeable you need a certain amount of TinkaPoints.
(See Making Makeables Help)

To get your makeable into the game you need to upload your creation into your scrapbook in the Maker tab.

Then you need to submit it into the Tinkafair.
Every few weeks the staff choose some makeables from the Tinkafair and all players can vote for one of them to be built into the game.

To level up you need to get specific badges. To see what badges you need to level up you click on your status and look up the top. You can also click the level button on the left of the top menu to see what you need for the next level.
